Nothing much to look at now, but this site has such potential!. Parnell wants to see a visionary mixed-use development on this key site, between Parnell Road and the Domain - NOT seven years of security-fenced bus parking, followed by intensified housing.

 

We've been lobbying hard for two years!

We want commitment to creativity, community, connectivity and a new Auckland icon - a destination station!

a) That the report be received.

b) That the Council supports the location of a station in the vicinity of Cheshire Street and Mainline Steam, centred around the former Newmarket Station heritage building and enabling access to the Auckland Museum and historic Parnell Village , and notes KiwiRail funding of $4.2 million is available for this.

c) That the Council strongly encourages KiwiRail, NZ Transport Agency, Auckland Regional Transport Authority, Auckland Council and Auckland Transport to fund the development of the Parnell station as a priority.

d) That the Council reiterates its previous resolutions in relation to the use of the Newmarket heritage station building and support for the continued presence of Mainline Steam as part of the Parnell station development.

e) That the Council strongly encourages KiwiRail, Auckland Regional Transport Authority, Auckland Council and Auckland Transport to address the future Parnell station with urgency in order to integrate works and avoid potentially costly reworking.

f) That the Council reiterates its opposition to this area being used as a bus park and instead endorses the Chairman of the Council's proposal (accepted in principle by NZ Bus) to use the former Nelson Street motorway off ramp as a major park for the city's bus fleet.

Hobson Community Board: Public Forum
More than 900 people signed the petition saying NO to a bus park in Parnell. Debbie Harkness spoke about why the Parnell Community does NOT want this site to become a bus park - starting with the immediate tangible negative impacts on our community.

NZ Historic Places Trust, Northern Regional Office
Debbie Harkness and Luke Nuie shared our vision for the Parnell Train Station with NZHPT executives Sherry Reynolds, General Manager Northern; Robin Byron, Heritage Advisor, Architecture; and Joshua Arbury, Heritage Advisor – Planning. The NZPT was supportive of many aspects of the proposal including the reuse of the Newmarket Train Station building; the adaptive reuse of the depot buildings; and that the proposal would likely be a better outcome for Parnell than if KiwiRail were to simply sell the land. NZHPT recommended further investigation regarding potential effects on parking within the area; a Heritage Impact Assessment; analysis of technical aspects of the proposal; further discussion with ARTA and KiwiRail about their preferred station location; and potential safety issues.

Auckland City Council: City Development Committee
Luke Nuie emailed Cr Aaron Bhatnagar, chair of the City Development Committee (CDC) to challenge a report to be tabled at the CDC's meeting that week. The report, “Parnell Rail Station Location”, authored by Linda Smith, Planner, City Planning, recommended: “That the City Development Committee supports the location of the Parnell Rail station at the Carlaw Park site.”

Cr Bhatnagar responded:
I am on the public record supporting Parnell's desire for a station for the heart of Parnell, not down by Carlaw Park . So is Ken Baguley, and this is how the Hobson Community Board feel as well.
We are not supporting the officer recommendations, but will be recommending the following:

10.   PARNELL RAIL STATION LOCATION
A. That the City Development Committee recognises the importance of rail infrastructure to Auckland city and notes:

(i) the location of the proposed rail station adjacent to the Cheshire and Heather Streets site is not materially inconsistent with the Future Planning Framework's Newmarket/Parnell area plan (approved by the City Development Committee on 7 July 2009)
(Ii) the importance of servicing the community of Parnell as well as providing reasonable access to Stanley Street and the University.
(iii) that the primary access will be from Cheshire Street adjacent to the main line steam although walking connections to Stanley Street will also be implemented.
(iv)  the potential to realise the benefits of the large university catchment and emerging business node to the north of the site while also servicing the public transport needs of the Parnell town centre to the south of the site.

B. That the City Development Committee supports the location of the Parnell Rail station with primary access from Cheshire Street.

ARC meeting
Debbie Harkness, Luke Nuie, Jenni Goulding and Nicholas Stevens met with Martin White, ARC's Group Manager – Urban Development Transport and Urban Development to clarify ARC's position with regard to the Parnell Train Station and ascertain what further materials could be provided to aid in decision making by ARC and other interested parties.

Master Plan for the Train Station display at Parnell Community Centre Parnell Community Committee set up a large display of the Vision for the Parnell Train Station at 545 Parnell Road, in the foyer outside the entrance to the Parnell Community Library. The display was in place for several weeks allowing good opportunity for the many visitors to the Centre to view it.

ARC: Transport & Urban Development Committee
Debbie Harkness, Luke Nuie, Jenni Goulding and Nicholas Stevens present the vision for the Parnell Station as a destination station.

Resolutions minuted as a result were:

a) That the deputation from the Parnell community be received with thanks.

b) That a report be brought back to the Transport and Urban Development Committee to enable the council to establish a position on the proposed Parnell Train station at Cheshire Street.

c) That the committee notes the points raised in the Parnell community's presentation and refers them to officers to report back to the committee in December.

The presentation was uploaded to www.scribd.com for easy viewing, and has subsequently been viewed more than 600 times – as at June 2010.

Debbie Harkness, Jenni Goulding and Nicholas Stevens met with Mike Lee, Sandra Coney, John Smith of ARC and Rabin Rabindran, Fergus Gammie and Allan Bufton of ARTA. ARTA showed alternative positions for Parnell Station, including one located at Mainline Steam building.

Cr Bhatnagar expressed his enthusiasm for the concept and requested “That the General Manager, City Development, report back to the committee on the matters raised in Ms Harkness' and Mr Niue's presentation.” The report is due to be presented to the committee in November 2009.

Debbie Harkness,Parnell Inc., addressed the Committee regarding an alternative train station site closer to the heart of Parnell rather than the Auckland Regional Transport Authority's (ARTA) plan for it to be at the lower end of Heather Street.

Auckland City Council: Transport & Urban Linkages Committee
Debbie Harkness, Parnell Inc., addressed the committee requesting re-siting of the heritage Newmarket Train Station to Parnell to provide impetus for the creation of new train station at Parnell. The committee requested “That officers be requested to report back to the Transport and Urban Linkages Committee at the earliest opportunity regarding a rail station in Parnell and the possibility of relocating the Newmarket railway station to Parnell.” Subsequently a new council was elected and no report was made.

 

20 May, 2004 - a first request for protection of the site
Auckland City Council: Submission to “Focus on the Future 2004 – 2014” Parnell Mainstreet requested that a Parnell train station be included in Council's plans for development of the city's rail transport system. Further, that the remaining railway land in Parnell be protected by Council for these purposes and not sold for private development. Such a facility would allow both locals and tourists easy access between Parnell, the Domain and the Museum, and the city or other destinations on the rail link.
