Escalating crime in the area combined with stressed resources in the public sector warrants that we develop a comprehensive Crime Prevention and Security Strategy. Parnell has no local police station and many neighbouring suburbs have security plans in place, making Parnell a vulnerable target in between. An analysis of other BIDS in the city show solutions varying from Crime Prevention Officers, to CCTV, Surveillance Monitoring, Street Patrols and/or a combination of all the above.
On Street and Mobile patrols. Following a successful BID Boundary Expansion, we committed to contribute $100 000 in 2015/2016 towards a Parnell wide mobile street patrol service to achieve visibility in the area as a deterrent during hours typically at risk. Global Security was appointed in this instance and the programme commenced 1 July 2015. This contract moved to First Security from the 1st November 2017 and since September 2019 P4G (Platform 4 Group) looks after all the security needs for Parnell. The day time patrol officer works 8 hrs a day, 5 days a week and there is a dedicated night time patrol vehicle in the area from 6pm – 6am every evening.
CCTV. Parnell Business Association have contributed towards a strategic level of CCTV deployment with ongoing monitoring via remote access. We have always recommended an integrated Security & Crime Prevention Plan comprising CCTV, on foot and mobile street patrols as well as other safety initiatives.
A tender process was conducted in 2016 and the contract awarded in the first quarter of 2017.
The network has been live since June 2017.
Phase 1 included 3 key perimeter surveillance points:- corner St Stephens Ave and Parnell Rd, corner Parnell Rise and Carlaw Park Avenue and corner The Strand and St Georges Bay Rd. A dual live feed is also sent from all cameras to Police headquarters, facilitating an option for them to access our cameras whenever there is a major event or incident.
Having adopted the strategy that Parnell Business Association should take care of the perimeter points of the precinct, our vision is to grow the coverage of the network by adding additional cameras within the perimeter alongside linking in privately owned cameras in strategically located sites. The first of these cameras has been installed at no 60 Parnell Road and we would like to thank The Nathan Group for being first off the rank. Since 2019 there are now additional camera sites in Garfield, Bath, Cheshire, Falcon, Tika, Gibraltar, Kenwyn, Watt, Faraday and York Streets as well as Parnell Road.
Any business or landowner in Parnell who has an external public space camera could potentially link that camera into the system, if the system software is compatible. If you are interested in finding out more about how you can participate, please contact our office cheryl@parnell.net.nz
Crime and CCTV Initiative with Newmarket
On the 1st of April 2023 the Parnell Business Association entered into a confidential information sharing agreement with Newmarket Security which is the security team for the Newmarket Business Association.
It had been noticed by both business associations that quite often an identified offender would often offend again in the neighbouring suburb. Two collaborative initiatives have been embarked upon. The first is that we are sharing the live feed of the Parnell Business Association owned cameras to be proactively monitored by a CCTV Surveillance Officer located in the Newmarket Police Station, and this is supported by a closed messaging group via which security teams in both suburbs are able to be kept abreast of any new people or vehicles of interest.
Within days of the arrangement commencing there were wins for both Parnell and Newmarket, with a number of successful arrests being made.
CCTV Requests. Any requests for footage need to come to our office via email to either Rachel Douglas-Bell (admin@parnell.net.nz) or Cheryl Adamson (cheryl@parnell.net.nz) with as much information about the crime as possible: eg: location/time/date/plate/description etc. The Police File Reference Number must also be included in this email.
